These monitoring programs have to cover a lot of different hardware so it's not surprising that they are not always correct.
Use the Sensors window in HWiNFO to read your voltages. HWMonitor has been buggy with Haswell voltages since day one and still has not been fixed to date with ver 1.26. Looks like quite a number of those voltages are incorrect in HWMonitor.
